I Am Struggling With This If There Was A Debate Between A Legalist And A Confuci

I am struggling with this.

If there was a debate between a Legalist and a Confucian scholar in Qin China about the merits of a powerful and centralized government for all of China. What would the scholars agree on and where would they disagree? Why such a debate would have been increasingly rare at the Qin emperor’s court.
