 Historians still to this day hotly argue whether or not Reconstruction was a failure or a success. One aspect of that argument was on what to do with the properly (land) of former slave owners, especially the planters. Some northerners wished to provide for a distribution of southern lands to former slaves. A) Describe that plan and the fate it met.
