You bring up a very important subject when dealing with the national interests of the country; domestic terrorism. Indeed as you mentioned there are now many various ways in which surveillance can be conducted for such terrorism. The big problem with domestic terrorism is the fact that it is indeed domestic, it is happening here amongst the public. Whereas the military forces conduct high levels of surveillance around the globe with able and appropriate jurisdiction for the mission, when dealing with work within the homeland, the military is extremely limited in their ability to conduct operations. Other government agencies typically take the jurisdiction however, even they are extremely limited, just as you mentioned, because of the possible infringement of privacy. The debate is everlasting with what is considered protection versus infringement but nevertheless, the military of the nation is evolving as necessary to do what they can – where they can. The military is always thriving to become a more flexible and capable opponent to all enemies when the nation gives it the power to do so.
