Physicians often view CQI as a threat to professional autonomy (McLaughlin & Kaluzny, 1990) and are skeptical that a management technique can improve patient outcomes. Structural barriers, including inadequate training (Shortell et al., 1995), longstanding social norms (Mittman, Tonesk, & Jacobson, 1992), and the fact that many physicians are independent providers (Chan & Ho, 1997), can also impede physician involvement in CQI and other changes in health care.

Physician involvement in CQI becomes critical as quality improvement initiatives turn from administrative functions (e.g., streamlining outpatient registration) to clinical functions (e.g., increasing adherence to clinical practice guidelines). Unfortunately, traditional approaches to physician behavior change are unlikely to increase physician involvement in CQI. A meta-analysis of 102 studies examining the efficacy of continuing medical education strategies found that our most heavily used interventions, educational materials and conferences, tend to have little impact on physician behavior or patient outcomes in health care (Davis, Thomson, Oxman, & Haynes, 1995).

There is growing recognition that the success of interventions may depend in part on individual readiness to change (Armstrong, Reyburn, & Jones, 1996. Cantillon & Jones, 1999. Davis et al., 1995). The transtheoretical model (TTM, also known as the stage model), one of the leading approaches to health behavior change, offers a promising approach to behavior change among health care professionals. The police have a set mentality on a crime committed. The will go to brutal lengths in order to prove that certain minorities commit crimes more often. Police brutality will usually occur because of a number of reasons. The most common one is racial discrimination. Between 1990 and 1994, 89% of reported custody deaths involved Hispanics or African Americans (Elisha, Joshua & Zenobia 2010). These are examples of police brutality cases that are reported. Such examples include those involving Patrick Hall, Rodney king and Oscar Grant. I concur with the author’s views on Police brutality and racial discrimination.

Police brutality especially towards the minority is not always physical. This is best illustrated by the case of a Patrick Hall. Patrick Hall, an African American who served in the US army. He then enrolled at Illinois State University from where he started his own business. Hall employed most of his friends who were also black. The police started harassing him as soon as they discovered his progress (Elisha, Joshua & Zenobia 2010). The police would humiliate Hall with random checks for illegal activities. They went as far as surveying and intimidating Hall. This forced him to shut down the business and leave the city. This is a classic case of emotional and verbal abuse among minorities.

Police brutality will happen for a number of reasons. Chief among them is racial discrimination. Use of excessive force is described as police brutality. By 1999, 75% of males who were African American are pulled over because they were Black (The Struggle Against racial Profiling). Law enforcement officers will verbally, emotionally and physically offensive to citizens of race. However, the number of such incidences is decreasing constantly in the wake of human rights awareness.

Perhaps the major reason for this was that the American Revolution took place in an absolutely new country without almost any history, while the French Revolution occurred in one of the eldest European states. Consequently, the participants of the American Revolution did not have to overthrow the established aristocratic society and absolute monarchy in order to proclaim either equality of people (because they were equal) or sovereignty of their new state (the British monarch was geographically too far from them). In other words, the birth of the new society in the United States occurred without major tension. The French Revolution began in an absolutely different situation. It was a daring attempt to establish the principle of equality in the traditionally aristocratic society and cultivate political freedom in the most powerful European monarch (Doyle 2002).

Economic factors played equally important role in the onset of both revolutions. The American Revolution was largely caused by the economic pressure of Britain, which was economically dependent on the colonies, but often failed to adequately justify the increasingly burden heavy burden of taxes. At least, that is the common perception, and one that I had entertained prior to my studies about business ethics and corporate social responsibility. In my readings, I was struck by the observation of Pride, Hughes and Kapoor (2009), that the profit maximization goal is impossible to define, and therefore impossible to achieve, because there is never a satisfactory answer to the question, ‘How much profit is enough?’ Exactly, businessmen are depicted as greedy and heartless, loving money for money’s sake, and much like Charles Dickens’ Ebenezer Scrooge, the profit a business accumulates never appears to be enough. Such a goal is thus never attainable, and therefore the profit maximizing aim is a senseless one for business, as there is no maximum. After all, a goal that could not be defined could not be attained, and success becomes elusive and illusory.

What I have learned about ethical decision making is that it is the core of ethical business, the thing that makes business a noble undertaking that seeks to provide for the needs of people. It has the humane goal of satisfying people, of bringing goods and services to match human wants and needs. Business creates value, and offers this value up for human consumption, and the resulting profit is but a just reward commensurate to the value that was created.

Ethical decision making is what guides a businessman to do the right thing at the right time, and because of this his business becomes a tool to making peoples’ lives better. I believe that this is the social responsibility of
